Board of Directors

The District Board of Directors is composed of five members who set policy and water rates, provide direction to the General Manager, and oversee the budget and capital expenses.

Meetings - The Board meets at least once a month, traditionally on the second Monday of each month, for its regular Board meeting. Board meetings must comply with the Open Meeting Laws of Arizona, which includes notifying the public twenty-four hours in advance of the meeting, and only discussing and acting upon the items listed on the agenda. Meetings are held at the District office, 6265 N. Board Members

James O. Doyle (2014-2018) Jim has served on the Board since 1994. He has devoted his working career to serving the public. Jim has been with Pima County Wastewater Management for more than thirty years and is currently Superintendent of the Ina Road Treatment Plant. Jim is an active member of the community and has also served on the Board of Directors for Northwest Fire District. He has lived in the Tucson area his entire life.


Bryan Foulk (2016-2020) Bryan is a long time Tucson resident, graduating from Sahuaro High School and the University of Arizona. Bryan has a Doctor of Dental Medicine from Washington University. Having grown up in Tucson, he understands the importance of water conservation. Bryan has been involved in children's charities and youth sports. He currently provides dental services for Youth On Their Own, and is actively involved with the Kids in Need Foundation and the Kyle Franks Foundation. Bryan serves on the Arizona Dental Board as well. 

Helen Ireland (2014-2018) Helen Ireland has been a Tucson resident since 1975 having transferred from Hofstra University, Uniondale, NY to University of Arizona to complete her BS degree in Business and Public Administration. Helen had been employed primarily with Pima County, starting as a right of way agent for the Department of Transportation and Flood Control. Helen is now retired and looks forward to the challenge of again being a member of the Board.

 

 

 

 

 

 

Dan M. Offret (2016-2020) Dan Offret is a Tucson native. He dedicated his professional career to education and retired from Pima Community College. He holds a Bachelor's degree in Business, a Masters in Management from the University of Arizona, and a second Masters in Educational Leadership. Dan's involvement in Metro Water dates back to the original founding committee formed in 1992. He served on numerous District hiring committees, acted as treasurer of the District Bond Promotion Committee, and represented resident interests on the District Bond Oversight Committee.

 

 

 

 

 

Judy Scrivener (2014-2018) Judy is currently serving her third term. She has been a customer of Metro Water for 18 years. Since 1993, she has worked for Pima County and is currently the Senior Special Staff Assistant to the Deputy Director for Pima County Wastewater Treatment. She has also been actively involved in regional water issues.
